Retainging clip to hold shim (HP106) on drum shaft on Vendo V-39 machines.  There are two on each shaft.  One on the front and one in the back.  Originals were "C" clips and very hard to get off.  They commonly break.  This is a much better full ring clip.  Ring clip pliers are the best way to install these clips.
